14-15 October 2025, Dubrovnik – NALAS actively participated in the Second Annual Ministerial Meeting on the Green Agenda for the Western Balkans (GAWB), amplifying the voices of over 9,000 local governments from South-East Europe in shaping the regional green transition.

The high-level meeting brought together ministers and other key government actors from the Western Balkans, representatives of regional organisations, the European Commission, and development partners. The event served as a platform to reaffirm political commitment to the Green Agenda and to endorse key regional action plans.

Speaking in the Strategic Partners’ Roundtable, NALAS President Dubravko Bilić emphasised the critical role of local governments in turning high-level political commitments into tangible results:

“The Green Agenda for the Western Balkans can only succeed if it becomes local. Every climate, energy, and environmental commitment ends up being implemented in our municipalities. When local governments are included in dialogue and design, the transition becomes real.”

Through initiatives such as the Covenant of Mayors Office for South-East Europe and strategic partnerships with RCC, GIZ, and BMZ, NALAS continues to bridge national strategies with local action, supporting municipalities to plan, finance, and deliver on climate and energy goals.

As this Ministerial Meeting helped shape the future direction of the Green Agenda, NALAS reiterated its call for a structured policy dialogue between central and local governments, ensuring that the green transition is co-owned, inclusive, and truly sustainable.

The meeting was organised by the Regional Cooperation Council (RCC) in cooperation with the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) under the Regional Climate Partnership, with the support of the European Commission, the Government of Croatia, and under the United Kingdom’s Chairmanship of the 2025 Berlin Process.
