NALAS President
The NALAS President is an elected official with a mandate to coordinate the working
and the development of the Network. The President ensures that the Statute is complied
with and that the moral and financial interests of the Network are safeguarded.
The President is responsible for conducting the Network’s day-to-day business
in accordance with the decisions of the Executive Bureau. In addition, the President
is also responsible for the legal, judicial and extra-judicial representation of
the Network in all civil matters.
Current NALAS president is Mr Vladimir Moskov, mayor of the Municipality
of Goce Delcev in Bulgaria. Mr Moskov, a Bulgarian national, graduated pedagogy
at the Neophyte Rilski University in Bulgaria.
The Municipality of Goce Delchev is located in the south-western part of Bulgaria,
along the river Mesta. The municipality covers one town with the same name and 10
villages. The total territory is just over 315 square kilometres and is inhabited
by approximately 33 000 citizens. Mr Moskov has been mayor of Goce Delchev since
1995, after being president of the municipal council since 1993.

Prior to Mr Moskov, NALAS was headed by Mr Goran Angelov (2004-2005) and Mr Tarzan
Milosevic (2005-2009).
