Municipal Structure:

  • Territory management office;
  • Finance office, budget €1.5m / year;
  • Tax office,; property tax very low;
  • Informal settlement office;
  • Legal office.

The Municipality of Sukth is one of the two pilot municipalities of the Urban Integration of Informal Settlements project. The municipality is located along the Tirana - Durres highway in Albania.

NALAS visited Sukth for the first time on 29 January 2008. The meeting was held with Mr Yrjan Hasani, Mayor of Sukth, Mr Xhemali Dom-i, Deputy-Mayor, Mr Vasil Gjoni, Head of UP Department, Mr Aziz Sava and Mr Muharrem Gjata, in charge of legalization processes. The meeting was followed by a site visit of the area ( photos).

The Municipality of Sukth employs 6 people in the Urbanism department, three of which have university degrees. It serves 25,000 inhabitants, or 6,102 households. There have been 3128 applications received from households wishing to legalize their properties, 1570 of which are in the urban area. It is estimated that there are 3170 informal constructions in Sukth, which is equivalent to some 50% of the households.

There is only an outdated map from 1985 available for the region and there is no urban planning. An urban plan is needed as soon as possible in order to issue building permits in the future and to determine the socio-economic development of the municipality.

Urban Integration of Informal Settlements Workshop in Sukth, 10 April 2008

The Municipality of Sukth is one of the two pilot municipalities of the Urban Integration of Informal Settlements project.
