Elton Stafa joined NALAS in 2017 as a senior expert in the field of public policy, fiscal decentralization and local governance. He has an extensive experience in designing and implementing decentralization legislation, policies, and reforms as well as in facilitating capacity building and knowledge transfer at local and regional levels working for the Ministry of Finance of Albania, USAID, GIZ, ADA and World Bank. Mr Stafa leads the NALAS Fiscal Decentralization Task Force and coordinates the NALAS’ Decentralization Observatory for South-East Europe. He manages and contributes in a number of development projects on behalf of NALAS, including EU4Municipalities, BACIDIII, PLATFORMA and LoGov. Mr Stafa holds Master of Science in European Economy and Business Law from the University of Rome Tor Vergata and is author and co-author of many publications on public finance, decentralization and local governance.
