The EU4ALL in Montenegro project is a new initiative to strengthen local development and support municipalities across Montenegro. It is funded by the European Union and implemented by NALAS in partnership with the Union of Municipalities of Montenegro.
With a total budget of over €2.1 million, including €1.5 million dedicated to grants for Montenegrin municipalities, the project will provide direct financial support to municipalities, combined with technical assistance, capacity building, and peer learning opportunities.
EU4ALL focuses on supporting municipalities in:
- improving public infrastructure and local services
- strengthening local economic development
- enhancing capacities for accessing and managing EU funds
The project will be implemented over a 40-month period (2026–2029) and is designed to address key challenges faced by local governments, including limited infrastructure, constrained financial resources, and gaps in administrative and technical capacities.
As the project moves into its implementation phase, the first Call for Proposals under the EU4ALL Grant Scheme is expected to be launched in early May 2026, providing municipalities with the opportunity to apply for funding and implement concrete development projects.
This initiative provides an important opportunity, in partnership with the Union of Municipalities of Montenegro, to strengthen municipal capacities and support sustainable local development across the country.
