The NALAS Task Force on Energy Efficiency addresses the increasing issues with energy in South East Europe. As energy
efficiency is an interdisciplinary field, this task brings together energy
experts, municipal energy managers, mayors and other professionals who
contribute together in mitigating the energy problems by proposing changes in
the legislation, collecting best practices, encouraging better use of the
available energy and employing renewable sources of energy.
During its first meeting, the Task Force identified
the most serious energy challenges in South East Europe (
list of challenges). These energy challenges are not much different than in the rest of Europe,
with the exception that, South-East Europe also suffers from severe economic and
environmental problems caused by the inefficient and polluting energy systems in
place.
The NALAS Task Forces meet four times a year, or more often if needed.

Energy Efficiency Task Force Meeting in Skopje, 12-13 May 2011
NALAS Task Force on Energy Efficiency met in Skopje, Macedonia, on the 12-13th May
2011. The meeting was devoted to the Task Force on Energy Efficiency forthcoming projects and
activities in regards with Supporting Structures for the Covenant of Mayors (CoM), and included
review and update of the Task Force’s Action Plan in view of synergy and better collaboration with
NALAS Knowledge Managers (KM) appointed at the LGAs.
It gathered in total 29 participants, including a number of the members of the KM
Group. The main topics for discussions of the meeting were the main activities of the CoM
Supporters, the upcoming UNDP project Think Globally Develop Locally, and the TF EE and
KM follow on steps.

Energy Efficiency Task Force Meeting in Tirana, 23-24 November 2010
NALAS Task Force on Energy Efficiency met in Tirana, Albania, on the 23-24th of November
2010. The meeting was devoted to the TF EE strategic planning based on the sum-ups of the
Survey “Energy Efficiency Measures in South-East European Municipalities and the Role of
National Associations and NALAS”. It gathered in total 14 participants. The main topics for
discussions of the meeting were content and format of the Report, the project follow on
steps, and TF EE evaluation process.

Energy Efficiency Task Force Meeting in Budva, 27 April 2010
The TF EE members gathered in Budva on 27th April 2010. At this meeting, the Final Draft of the Report on the Survey “Energy Efficiency Measures in South-East European Municipalities and the Role of National Associations and NALAS” was discussed. Final amendments to the document were agreed. The format and content of the Report is made comparable, indicative and concrete. An Executive Summary and a full volume report are to be disseminated to NALAS members, their member municipalities and other institutions after the conclusion of the project on the 20th May 2010. Several project ideas were generated with a view to make impact in EE sector in regards with the Survey’s findings.

Energy Efficiency Task Force Meeting in Tirana, 6 March 2010
NALAS Task Force on Energy Efficiency met in Tirana, Albania, on the 6 March 2010. The meeting was devoted to the TF EE strategic planning based on the sum-ups of the Survey “Energy Efficiency Measures in South-East European Municipalities and the Role of National Associations and NALAS”. The group achieved the meeting’s overall subjective to plan short-, mid- and long term. A project idea Think Globally Develop Locally for tackling climate change was presented to the TF EE by Ms. Clare Romanik of UNDP, the TF EE communicated the idea with the LGAs and CLO executive decision on its further implementation is expected.

Energy Efficiency Task Force Meeting in Prishtina, 26 January 2010
Project Survey “Energy Efficiency Measures in South-East European Municipalities and the Role of National Associations and NALAS” started on the 26th of January 2010. The Briefing meeting for the experts implementing the Survey was held on the 4-5th March in Prishtina. Instructions on implementing the Survey were given in order to provide best quality of the Project results.
Energy Efficiency Task Force Meeting in Skopje, 1 December 2009
NALAS Task Force on Energy Efficiency met in the capital of the Republic of Macedonia
Skopje on the 1st of December 2009. It was the third and the last for the year 2009 meeting
and it gathered in total 12 participants, including one new member of the Task Force – the
representative of the association of the Republic of Croatia. The main topic for discussions
of the meeting was the proposed by the ORF-E Survey “Energy Efficiency Measures in South-
East European Municipalities and the Role of National Associations and NALAS”. Meeting
was about exchanging opinions and looking at the energy efficiency measures and planning
processes in the NALAS member states from different perspectives. Central point of the
discussions was involvement of the member associations in the proposed Survey.
